At Prospect Centre, the safety and security of our customers, retailers, staff and visitors is extremely important to us.
Prospect Centre is managed by Packhorse Management Services Limited, which operates a range of security and surveillance measures across the Centre and its car park. These measures include CCTV, Automatic Number Plate Recognition (ANPR) and facial recognition technology.
Our surveillance systems are used for legitimate purposes including public safety, crime prevention and detection, protection of people and property, incident investigation and, where applicable, the management and enforcement of car park terms and conditions.
We recognise that surveillance technologies involve the collection and processing of personal information. We are committed to using these systems responsibly, proportionately and in accordance with applicable UK data-protection legislation.
CCTV cameras operate throughout relevant communal areas of Prospect Centre, including public walkways, entrances, exits and other areas where surveillance is considered necessary for safety and security purposes.
CCTV may be used to:
CCTV is operated for security and operational purposes and is not used for advertising or marketing purposes.
Individual retail occupiers may operate their own CCTV systems within their premises. Those systems are separate from the CCTV operated by Centre Management, and the individual retailer is responsible for its own processing of personal data.
Centre Management is responsible for CCTV covering the communal areas under its control.
The Prospect Centre car park operates a barrierless parking system.
Automatic Number Plate Recognition (ANPR) cameras operate at relevant entrances and exits and may capture images of vehicles, including vehicle registration numbers, when entering and leaving the car park.
Depending on the circumstances, the car park system may collect:
ANPR may be used to:
The information collected through the car park system may be processed by or on behalf of the organisation responsible for parking management and enforcement.
Where the applicable contractual parking terms have been breached, the relevant parking management company may take enforcement action.
This may include obtaining registered keeper information from the Driver and Vehicle Licensing Agency (DVLA)where there is a lawful basis to do so and issuing a Parking Charge Notice (PCN) in accordance with the applicable parking terms.
Further information about the processing of personal data associated with parking enforcement can be found in the privacy information provided by the relevant parking operator.

As part of our wider security and crime-prevention measures, Prospect Centre may use facial recognition technology alongside CCTV.
The technology analyses images captured by designated CCTV cameras and compares them against a specific, controlled security watchlist.
The watchlist may contain images of individuals where there is a documented and appropriate security or safety reason for their inclusion.
Where the system identifies a potential match, an alert is generated for review by an appropriately trained member of our security team.
A facial recognition alert or potential match is not confirmation of an individual’s identity.
Security personnel must undertake appropriate checks and consider the circumstances before any action is taken.
The technology does not, by itself, determine that an individual has committed an offence or automatically determine what action should be taken.
Facial recognition may assist us with:
We seek to use facial recognition in a targeted, necessary and proportionate manner, taking into account the potential impact on individuals’ privacy.
Depending on which surveillance system is involved, we may process:
Where facial recognition is used to uniquely identify an individual, biometric information may constitute special-category personal data under UK data-protection law.
We apply appropriate safeguards to the processing of such information.
Packhorse Management Services Limited takes its responsibilities under the UK GDPR and Data Protection Act 2018seriously.
Our surveillance activities are subject to appropriate safeguards, which may include:
Where biometric recognition is used, the Centre will ensure that the necessary legal requirements and safeguards are addressed before and during processing.
CCTV footage, ANPR information, facial recognition information and associated security information are retained only for as long as necessary for the purpose for which they were collected, subject to applicable legal, regulatory and operational requirements.
Retention periods may vary depending on the type of information and the reason it has been collected.
CCTV retention period: 28 Days
ANPR retention period: 90 Days
Facial recognition/watchlist retention period: 30 Days
Information may be retained for longer where this is necessary, for example, in connection with an ongoing incident, investigation, legal claim or law-enforcement request.
When information is no longer required, it will be securely deleted or otherwise disposed of in accordance with our retention procedures.
Access to CCTV, ANPR and facial recognition information is restricted to authorised personnel who have a legitimate reason to access it.
This may include appropriately authorised Centre management and security personnel.
Information may also be shared with relevant third parties where there is a lawful basis to do so.
This may include:
Information may be shared where necessary to investigate or prevent crime, respond to an accident or incident, protect individuals or property, comply with a legal obligation, or otherwise where permitted by law.
CCTV footage is not released or displayed to members of the public, customers or the media on request.
Where an individual wishes to obtain personal information relating to themselves, they may make a Subject Access Request (SAR).
A request should be made directly to the Centre’s designated data controller/contact rather than to individual security guards or control-room operators.
Security personnel and control-room staff are not authorised to provide or display CCTV footage directly to members of the public.
Requests will be considered in accordance with applicable data-protection legislation. There may be circumstances in which footage cannot be provided, for example where disclosure would adversely affect the rights of another individual or where a legal exemption applies.
Facial recognition technology may generate an automated alert where a potential match is detected.
However, a facial recognition alert does not by itself result in an automated decision about an individual.
Potential matches are reviewed by appropriately trained security personnel before any appropriate action is considered.
Depending on the circumstances and applicable legal requirements, you may have rights in relation to personal information processed by Prospect Centre.
These may include the right to:
These rights are subject to certain legal limitations and exemptions. In particular, specific restrictions may apply where information is processed for the prevention or detection of crime.
Further information is available in our Privacy Notice.
We take appropriate technical and organisational measures to protect information collected through our surveillance systems against unauthorised access, loss, misuse, alteration or disclosure.
Access to surveillance systems is restricted and monitored in accordance with our security procedures.
We do not sell CCTV, ANPR or facial recognition information and do not use this information for advertising or direct marketing.
